Well, Uncle John as you are one of the few to respond but not the first I’ll give you the answer (LineDoggie already and correctly answered the riddle ages ago per PM).
The first of the few
Italian actor Filippo Del Giudice portraying Bertorelli, a MVSN officer at the 1927 Schneider Trophy in Venice, Italy.
The “wave kissing tinkerbell” is the trophy itself.
