Why Germans in Pskov in 1860s

My wife's family history includes Germans who emigrated to Russia in 1861, stayed for 10 years, then left Russia for the US. Germans moving to Russia then was not unusual. Russia tried to attracted German settlers for years. Then life became difficult for Germans there and they left. Between 1763 and 1871, more than 100,000 Germans migrated to Russia. Most settled either along the Volga River, the Black Sea, or in Volhynia west of Kiev, but not my wife's people.

My wife's people settled in Pskov, a city in far west Russia, only 20kn (12 miles) from Estonia. They lived there 10 years then moved to the US.

What I do not understand is: Why Pskov? What was the attraction to that place specifically? If there were relatively few Germans there, why settle there and not where most other Germans settled? Was there a German community in Pskov?

There were large numbers of Baltic Germans in the pre-WW I Russian Empire. This could be why

I disagree. I have looked at maps showing German immigration patterns and Pskov was among the areas of Russia settled by Germans at that time. Again I ask people what the attraction might be.

There is a book Nationalizing the Russian Empire which has some info on pre war imagration to Russia
