Regarding GM Ing. Franz Pitsch:

I came across a reference to a Majorsgattin Anna Pitsch who died in 1915 in Vienna and was buried in the evangelischer Friedhof Simmering. In the same grab, there are also buried a certain Franz Pitsch (in 1964) and a Gustav Pitsch, who was born in 1908 and died in 1995. So, I'd say he's most probably the man. But the info gathered is still sparse:

Bestattet am 22.09.1964 auf dem evangelischen Friedhof Simmering in Wien (Grab: Gruppe 4, Nr. 384)

verheiratet mit Anna (Mädchenname unbekannt) (geboren in Przemysl, gest. am 17.01.1915 im k.k. Allgemeinen Krankenhaus in Wien im 40. Lebensjahr), zuständig nach Krakau; Sohn Gustav (* 09.11.1908)

Hi Jake and Frech, I have corresponded in the past with Christian about Austrian officer serving in the WH. I found another Austrian pre-WWII tunic tunic in the US which I think it may be possible to identify to the wearer based on rank and white branch piping.
