Need Help identifying military ranking, country,unit & year

HI. This is a photo of my great grandfather. I think it's an Austrian Military uniform from what I found online. I was wondering if anyone might have any idea if it is indeed Austrian Military and possibly any other details such as:

Stars on his collar
Rope attached to his shoulder
What year this could have been
Ranking, Unit, etc

It is a Austro-Hungarian uniform, probably around 1917/1918.
Single star indicates a:
Infantry: Gefreiter
Jäger: Patrouilleführer
Artillery: Vormeister
less likely he is Cavalry: Patrouilleführer

The 'rope' could be some type of marks man award, but more than likely it is designed to hold a whistle (hopefully others with more knowledge will jump in).
A quick search indicates that it may be a Marksmanship Lanyard used by members of Landesschützen units.
