Help in Identifying Great Grandfather

I am hoping to find some information regarding my Great Grand Father - My mother recently found some old photographs and one of them stood out; attached below. Her family (at least our understanding of it) have spent centuries in (now modern day) Istria, Croatia. My great grandfather was alive between 1879-1929, during the time of Austro-Hungarian rule of Istria as Austrian Littoral. I am aware of the fact that their Navy was based in the area and wondered if perhaps my great grandfather was part of that. We have no idea where & whom he'd served under (all of our family members who may have known are now dead). Without any distinct insignia or other markings (barring the two headed eagle on his hat) - we are at a point where some much needed help in identifying his uniform & country he'd served under, would come in extremely handy.
