Unidentified Oberst

I originally posted this photo on another site a couple of years ago I was hoping to get an identification or at least a way ahead, but no luck. However, we did manage to identify the last medal in his group as the 1899 Sachsen-Coburg und Gotha Silver Wedding Anniversary Medal.
After spending countless hours going through various Ranglisten I think I may have finally tracked down him down - I think my mystery Oberst is Hermann Germershausen of k.u.k. IR 51.
Everything matches with two exceptions, the first is he is wearing (directly after the Order of the Iron Crown 3rd Class) what appears to be a Silver Signum Laudis on the ribbon of the bravery medal, but the 1918 Rangliste does not show him having been a warded this medal. Could this simply be a matter of the award being made mid- late in 1918 and therefore after the 1918 Rangliste was compiled. Very likely, I think.
The second issue is the bigger of the two for me. Why would the 1899 Sachsen-Coburg und Gotha 1899 Silver Wedding Anniversary medal be awarded to an officer serving in Common Army (Hungarian) Regiment’s (IR 44, IR 38, IR 48, IR 62 and IR 51). As far as I can see neither he nor his regiments had any connection to the Sachsen-Coburg und Gotha ruling house?
