Purchased Japanese Heavy Seige Artillery

I have a newspaper citation of December 1914 that Russia was considering ceding northern part of Sakhalin Island to Japan in exchange for these heavy weapons. Obviously didn't happen. But is indicative of how important these or other Japanese arms might have been at the time. I am looking for any information regarding the sales, delivery and transportation of arms from Japan, particularly these guns which became available after German Tsingtau surrendered to Japan on November 7th, 1914. By March a Japanese technical assistance team is in Russia. Any assistance at all would be very much appreciated. Thank you.
