You should note that clarity was not precisely among the greatest priorities. For example, it seems that nobody was worried that there was a "Ministerio de Defensa Nacional" in the Republic, when "Nacional" was the name with which the rebel side was identified, and when there was another "Ministerio de Defensa Nacional" in the government of Burgos. And AFAIK nobody had any confusion with which one of the two "Ministerios de Defensa Nacional" was its own.
