Legion Condor was a squad of Luftwaffe officials which aided Franco in the Spanish Civil War. The first planes sent by Hitler to help Franco arrived in 1936 and stayed in Spain up until 1939 after forming the "Legión Condor" in the wake of open war in Spain, with the arrival of the "Brigadas Internacionales" and weapons from the Soviet Union
It was the unit responsible for the Guernica Bombing.

Legion Condor was a German unit, manned by Luftwaffe pilots, using German planes, using all other German personel. etc.
Pilots were "volunteers" in meening that they accepted the assigment, not sent by force. But it was created by will of the government and organized by state officials.
Probably you will find more info using google search by legion condor, or perhaps also on this same forum with the help of search...
