reading "Comrades" by Paul Preston he mentions a Nationalist [can't remember his name] who blamed all of Spain's problems on the introdution of a sewerage system. Who was he and how did he manage to justify the idea?

you bugger! :lol: i just got Comrades ack out of the library yesterday and spent the morning reading through trying to find it!

how did he justify his view?

Aguilera believed that improved sanitation had decreased the mortailty rate of the working classes. His aim was to bring the rate back up again. He is mentioned in 'Comrades' in the chapter on the equally charming Millán Astray.
