Blame On Sewerage System
reading "Comrades" by Paul Preston he mentions a Nationalist [can't remember his name] who blamed all of Spain's problems on the introdution of a sewerage system. Who was he and how did he manage to justify the idea?

I must admit that I never heard or read anything like it in my whole life, but...you never know!!!. The Nationalist obsessed with the impact of dmodern sanitation on working-class fecundity was Captain Gonzalo de Aguilera. Aguilera believed that improved sanitation had decreased the mortailty rate of the working classes. His aim was to bring the rate back up again.
