Status of English language in Second Philippine Republic?

I have read that Tagalog was used by officials in the Second Philippine Republic after it was established in 1943. However I have also seen quite a few Japanese propaganda examples directed at Filipinos which include English-language text and slogans. Did English-language have some official status under early Japanese occupation or during the Second Philippine Republic? Or did this propaganda just include English because the American colonial influence had made it common among the Filipino populace by that point?
