German naval engineers/technicians in Japanese territory after 1941?

This might be too specific of a question, but I am curious whether there were any German naval (or civilian maritime) engineers/technicians in Japanese territory after December 7 1941? I am aware there was some German-Japanese cooperation on naval matters before the war, but I don't know whether any personnel exchanges in this field occurred after the start of the Pacific War, or whether there might have been Germans doing this work/research in Japanese territory at the time of the Pearl Harbor attack who stayed there afterward?
