Yes, judging by the other part of the inscription - "Kronshtadt Commercial Port Directorate".

Thanks! It belonged to an ex ship's chief engineer, so probably something he picked up during his career then.

It turned out to be not an ordinary stamp, but one for making seals - see result below. :)
