Column 4- Представителем командования следующим в общем замыкании(?) The last word is absolutely unreadable sadly.. I can only guess..

1. For organization of the traffic control along the route SMG company commander is to prepare a SMG platoon, supplied with flags, torches and white armbands with a brigade sign. Traffic control posts are to be deployed in accordance to the scheme of control posts' deployment along the route and the calculation of traffic control means.
2. Brigade's staff commandant is to prepare 100 signs (markers) and keep them on a brigade's leading vehicle.
3. Commander of the technical service company is to pick up traffic controllers before [sic! probably "after"] passing traffic control post on the marsh and ensure their arrival to the bivouacking area.
4. Commanders of units are to organize traffic control in the bivouacking area on their own.

Last page I have had a fairly good go at this but the authors writing gets worse as the page goes one.

3c ( в т.ч. (в том числе) 1 заправка в баках машин )

They write в том числе = including, quite often as в т.ч.
Also заправка is written as запр eg. в 9тк (в т.ч. 1 запр в баках)

пароволовьих фур = what is a better translation of this term since this relates to 1806

Here "par" means a pair not steam. So these are wagons each drawn by a pair of oxen
