Need help with translating WW1, Inter-War or WW2 related documents or information?

I.D Paper from Manchukuo

I found this on a Chinese site with a caption claiming it was a White Russian in the Manchukuo Army. But I can't read any of the characters on the paper, can anyone help translate it for me?

Stamped(Authorized) as 邢士廉 Xíng Shìlián, Minister of Military

郭索福(guō suǒfú), 陸軍上校(army colonel), 軍事部参謀司付(attached to army general staff), born in Harbin, 9 Oct.1908(光緒三四年).

Colonel Nikolai Borisovich Kossov (Николай Борисович Коссов). He served in the army of Manchukuo and the Kwantung Army, took part in the battles against the Soviet troops on the Khalkhin-Gol River in 1939
