This ist what I read:

Fester, gerader Charakter; entschluß-und verantwortungsfreudig. Äußerst temperamentvolle-
hierin manchmal des Ausgleichs bedürftige- und aktive Persönlichkeit mit vielfältigen milit. Interessen und Kenntnissen- als Korps-und Armeechef vor dem Feinde bestens bewährt.

The "Äußerst temperamentvolle- hierin manchmal des Ausgleichs bedürftige- " (" Extremely temperamental - sometimes in need of balance -" or something like that) is not a standard comment, is it?

I have no experience with evaluations of Generals, but it looks like the author wanted us to "read between the lines".
Who is the General?
