OK
I have seen the other thread and both sides of the card.

Is it possible that
" großes /hohes Tier " [big shot/ big cheese/big wheel/officer]
is implied or abbreviated?

John Kambies -your Grandfather on the right appears to be of higher rank. [white gloves and belt]
The note seems to be referring to Karl Segar [on left] as Tier [ of lower rank?]

However, maybe Karl Segar wrote and signed the note - then what?

As I said above -I can't decipher the hand writing and am going on Greg's interpretation.

海军南昌舰全体官兵给南昌市家乡父老拜年 !

Translator at https://fanyi.baidu.com/#zh/en/%E6%B5%B ... C%E5%B9%B4 comes with this:

All officers and men of the Navy's Nanchang warship pay New Year's greetings to their parents in Nanchang City!

Is this a latest photo? Year of the Ox started on Friday...

Kskm212, is it possible that it reads

"Diesen Tisch Ihnen - Karl Segar"

My interpretation would be that Karl Segar "dedicated" this "honor table" to whoever he sent or gave the card to.
