Translation of a document in Russian

I found this document in the Hämeen Ratsurykmentti (Häme Mounted Regiment) Winter War after battle reports in Finnish National Archive's digital archive at http://digi.narc.fi/digi/slistaus.ka?ay=40088 (page 28).

It's placed among files dating from early December 1939. I assume it's a captured Russian document, or something written by a Red Army POW.

Could someone please translate it, or at least give some idea what it's about?

Signaling for the planes perhaps?
I see:
Have you joined with Kondramov (also Kondrashov or Kondratov) group ?

Answer: if joined, then put (lie down) 4 soldiers on the road
If not, (make) cross with 4 soldiers
If (joined) with the whole group, (make) a circle from 6 soldiers.

Thank you!

Perhaps this was dropped from an aircraft but ended in Finnish hands instead. Seems that communications could be difficult for the Red Army in this phase of the war.
