Japanese Lacquer Cup/Lid; 4 Characters & Signature

This item was a bring-back from GHQ era by my paternal uncle, a USAAF MSgt.
The crossed pennants appear to be the National and Battle flags, and could be from Sino-Japanese early 20th C conflict.
My hope is that a translation of the characters adjacent to and beneath the flags, as well as the signature, will help ID and date the cup.
Any help will be greatly appreciated, and warmly acknowledged...Thanks! Warren
