Need help with Russian translation

Does the newspaper content in the photograph date from the 1941-1945 period, or is the content from sometime after 1945? Or maybe it’s impossible to determine. I don't need a translation of the newspaper, just insight regarding the time period when it was published. Thanks.

My guess - it's a post-war newspaper.

They mention Wals-Siezenheim (which was created in 1948), but didn't become famous until 1951 when US base was created there.

Something about Britain-US trade, Eisenhower is mentioned, I would suggest Eisenhower's presidential term.
