Does anyone know the meaning of these two initials ?

Curious, as W.H. was an abbreviation for Wehrmacht Heer.

True, but here the abbreviation seems to be W. h. So it may mean something else? The W could stand for Waffe (meaning arm of service); alas I am at a loss what the h. could be and an arm of service would probably warrant a capital letter anyway????.
