I believe that SS-Ustuf. Franz Jankowiak mentioned on the document above is the same man as Franz Jankowiak born 19.09.1908 Wilhelmshaven, who was SD officer in Cieszyn (Teschen) and Włocławek (Leslau) during the war.

He was interned by the British authorities in 1947 and was the subject of Polish extradition request.

which were the Hauptabteilungen (main departments), Abteilungen (departments) and Referate (sub-departments) of a SD-Ober-/Leitabschnitt and Abschnitt?

I think the Hauptabteilung only existed in SD-HA and SD-OA before the reorganization and creation of RSHA and SD-LAs in 1939.
After that there were Gruppen, Abteilungen and Referate only in RSHA III (and VI), SD-LA and SD-A.
