Pre-war SS and Police penal institutions

In 1941, an SS and Police stockade was established in KZ-Dachau, occupying one end of the Bunker.

Prior to this, where would such criminals have been held?

I'm working on a bit of (alternative) historical fiction which takes place in 1937-8 and am trying to find a suitable location for a scene. Of course, being of the alternative history genre, I could just take the liberty of moving the establishment of the facility back a few years but I want to avoid this if possible.

In July 1938 the SS set up a penal unit for punishment of Ss members within Sachsenhausen concentration camp called the SS-Erziehungssturm.

Prior to this it appears SS members convicted in civil courts served sentences in normal prisons and then in
concentration camps if their crimes were worthy of such.
