Leopold Edler von Mildenstein was in charge of the Jewish Desk in Heydrich's SD. His policy was to encourage Jews to leave Germany and he promoted the idea of emigration to Palestine. It was also von Mildenstein who recruited Eichmann to the SD. Mildenstein resigned from the SD and transferred to the Foreign Ministry. He was replaced by Herbert Hagen.
I was unsuccessful in my attempts to find a good photo of von Mildenstein.

Old post, but did you try the Biographishes Handbuch des Auswärtigen Dienstes? The have photos of most Diplomats, though it's not complete - there are at least two Diplomats that I have failed to find in it.
