Don't know who he is (although the face does look somewhat familiar), but he wears SS-Hstuf. shoulder boards.

Hello Ivan,
it seems you are right...however on the other photo he wears SS-Standartenführer collar tabs. I am bit confused.

Ha! :D That does appear to be the same man indeed. Wearing lower ranking shoulder boards on his (or a borrowed?) overcoat.

An SS-Standartenführer it is, collar tabs don't lie ;)
