Mike identified him as most-likely Otto Schwab (who became SS-Gruf. in 1944), but only if the archival date (Sept. 1943) was incorrect.
The archival date was indeed incorrect; it was mixed up with a different event featuring Galland and Speer, that did take place in 1943.

Here's another photo of the same (late-war) event, showing the same "L" armbands, and a Linse boat (orig. from 1944):

No, not really, since it does look like SS-Gruf. Otto Schwab, makes sense it's him and the archival date was indeed wrong.
