Who is this SS-Standartenführer sitting in the middle of these SIPO and SD officials (possibly an Einsatzgruppe picture)?

Next to the SS-Standartenführer is stllv. Gauleiter Franz Kutschera and in the front is Robert during his visit on 10.07.1941.I hope that gives more clues

Can anyone ID this SD SS-Obersturmbannführer?
From a group of images believed connected to Einsatzgruppe-B, Sonderkommando 7.

Here are two more photos that may help with identification. The place of the rally may be Grotniki, northwest of Łódź/Litzmannstadt, in any case we are in Wartheland, although the two may be guest speakers. Thank you and best regards, Jan

The political leader shown is a very low ranking member in a Orts level position based on his collar tabs and armband. Hence no one of importance. Sorry.
