I think the original question should have been:

Who was Kommandeur der Schutzpolizei for Stadtgebiete Minsk?

All the answers given were for the Kommandeur der Ordnungpolizei Generalbezirk Weißruthenien based in Minsk, not for the Kommandeur der Schutzpolizei for Stadtgebiete Minsk. Correct me if I am wrong, but these two titles are different positions within the police hierarchy in Generalbezirk Weißruthenien.

Oberst dSchP. Johann Klepsch was appointed KdO beim SSPF in Weissruthenien per order of the RFSSuChdDtPol dated 24.07.42. He took over the post (Dienstantritt) on 08.08.42. He succeeded von Heimburg, who was transferred to Hamburg by another order dated 24.07.42 too.

I can see it was attached to SSPF Weißruthenien for operations but which BdO did it come under Ostland or Ukraine?

Dieter says "SS-Brigadeführer und Generalmajor der Polizei Eberhard HERF 02.08.1943 - 01.02.1944 erneut (again)" - does this mean he was appointed then but didn't take up duties until October 1943 as Abraham is KdO until 01.10.1943?

As the result I see two remaining problems:

At first:
My co-author - our moderator Andreas Schulz - has SS-Brigadeführer und Generalmajor der Polizei Eberhard HERF "erneut (again)" as "Kommandeur der Ordnungspolizei (KdO)" in Minsk (02.08.1943 - 01.02.1944).
These data are conflicting with SS-Standartenführer und Oberst der Schutzpolizei Johann KLEPSCH
for the period 1 X 1942 – 31 XII 1943

Second remark:
Andreas Schulz has
Oberst der Schutzpolizei Walter ABRAHAM as Kommandeur der Schutzpolizei Minsk
IV 1942 – 1 X 1943.
Maybe this is not applicable !! (misapprehension, misunderstanding in the personal file).
Indeed it seems, that Abraham was instead of that KdO (=Kommandeur der Ordnungspolizei)

At the time Generalbezirk Weißruthenien came under the BdO Ostland in Riga.

Were some post holders the same as in Bdo Ukraine, that in some KdO there were both a Kommandeur der Gendarmerie and a Kommandeur der Schutzpolizei?
