Could someone tell me in detail about the obligations of Higher SS and Police Leaders and SS-Oberabschnitt leaders?

Post of HSSPF was created by Himmler in 1939. He appointed a HSSPF for every military district (Wehrkreis) and hence forced Wehrkreis commander to deal with SS rappresentative directy (in security issues) instead of communicating via Berlin. HSSPF reported directly to Himmler and was responsible to enforce security duties in that particular district. In HSSPF Himmler also unified SS and police functions, hence HSSPF could easly be called mini-Himmler.

HSSPF coordinated the activities of the Orpo, Sipo, SD and Allgemeine SS in military districts. HSSPF also coordinated the activities of SS with the senior military personnel in the military administrative districts. Himmler continuously managed to broaden its areas of responsibility relating to policing and security matters. By the end of the war nearly all intelligence gathering, security and police matters were in the hands of the SS. HSSPF principal functions were to control the local police authorities, monitor and carry out tasks relating to intelligence and security matters and perform other tasks that they were allocated by Himmler.
HSSPF were, for operational purposes, responsible to the senior military commander stationed in that territory. An HSSPF usually held the rank of Gruppenfuehrer or Obergruppenfuehrer in the SS.
