ID of General Orpo and SS-Brif. (Ukraine 1942)

I have found 2 photos on http://www.yadvashem.org
Could you help me to identify some Orpo Generals ?

Image 1 : the only comment "1942 Ukraine.."
The other police officer may be Ahlers, but who can be this SS Orpo General ?

From left to right :
- Alfred Rosenberg
- partially hided : a Generalleutnant der Orpo (and SS) : may be Otto von Oelhafen, BdO Ukraine
- SS-Brif Hans Haltermann, SSPF Kiew
- a SS-Brif : Who ? may be von Bassewitz-Behr, SSPF in the area
- a order police general, who ? may be Paul Scheer, KdO Kiew, but Scheer seems always taller on other pics... ?

SS-Brif. between Hans Haltermann and Paul Scheer is Willi Tensfeld (not Bassewitz-Behr) in this moment as SSPF "Charkow".

I'm actually just now writing an article about him for a local history magazine.
