Who is this SS-Brigadeführer?
Next to him is an SD officer (possibly an SS-Sturmbannführer) and a Gendarmerie officer
(possibly a Major der Gendarmerie).
The picture comes from the YAD VASHEM archives and the caption says that the picture was shot somewhere in the Ukraine in 1942.

The SD officer could be SS-Obersturmbannführer Wilhelm MULDE - Kommandeur der SIPO und des SD Dnjepropetrowsk.

I have to correct an information: the SS-Sturmbannführer on the above picture is not Wilhelm MULDE but rather SS-Sturmbannführer Hermann LING [10 III 1899 Lobberich - 15 II 1945 Wiesbaden], Der Kommandeur der SIPO und des SD für den Generalbezirk Dnjepropetrowsk from August 1942 to April 1943.
MULDE was KdS Dnjepropetrowsk from August to October 1943, when SS-Brigadeführer und Generalmajor der Polizei Georg-Henning GRAF von BASSEWITZ-BEHR wasn't the SSPF Dnjepropetrowsk anymore since the beginning of August 1942.
