Forgot to mention Josef Saier.
He was SS-Sturmscharführer so under "Angleichungen" must have been a Kriminalsekretär at least.
No information on his particular job, but he was at Perpignan and did go with Kommando zbV 21 to Norway and KdS Narvik.

WCC is probably War Crimes Cage.

SAWE does not mean anything to me but as a guess Subjects awaiting Extradition.

Could be just as simple as that.
