He was a from Gestapo during WW II and was a war criminal.(29..16801 )..The number given here is from the plaque he displays on his chest probably on a mug shot snap. No details are known about his trial if any, punishment given and about post war life if not executed.

Maybe he is similar to Richard Quiel, born 08/02/1895 Weimar, Gestapo member in Lemberg and Krakau, also KL Auschwitz member, extradited from US zone to Poland on 16/01/1948 for crimes committed in Krakau and Łodź (Litzmannstadt), in 1950 sentenced to 15 years, died in prison in 1954.

the photograph of Richard Quiel given in the refered site in your reply does not match with what I have. probably they are different persons with same name, belonging to same organisation.
