"At the disposal of Hitler" - The SS troops in Radolfzell 1937-1939.

The entry of the third battalion of the Standarte SS "Germania" on July 31, 1937, greeted by the public and celebrated with an official ceremony for two evenings, marks a turning point for the recent history of Radolfzell. As a battalion barracks of the SS-Verfügunstruppe (VT), the small town on Lake Constance became one of the eight garrisons of the SS in the German Reich. In the context of the genesis and structure of the SS-VT and the resultant Waffen SS, Radolfzell was not, therefore, an insignificant location, it is even prominently named in the "topography of terror" of this party organization.

Emerging from a small NSDAP protection guard to a "personally available" bodyguard of Adolf Hitler, the SS-VT were first mentioned on September 24, 1934. Hitler informed the Wehrmacht that day that he would establish a permanently armed unit SS called "SS-Verfügungstruppe" which consisted of three "Standarten" (regiments), a communications detachment and a battalion of engineers. Until January of 1934, Hitler had assured that the Wehrmacht would continue being "the unique carrier of the arms of the Reich", which seemed to confirm after the decapitation of the SA and the liquidation of its leadership after June 30, 1934 (Röhm Putsch). The paramilitary units operating in the special units of the general protection squads of the SS - Allgemeinen Schutzstaffel (SS) - grouped into "political detachments at their disposal" - Politischen Bereitschaften - and the quartered units were separated from the SA and formed an independent party organization led by the Reichsführer SS Heinrich Himmler (1900-1945).

The first three, after the annexation of Austria in 1938, four SS-VT Standarten were distributed with their regimental HQ and battalions, finally, in nine SS barracks in the German Reich: Berlin ("Leibstandarte SS Adolf Hitler") , Munich and Ellwangen (SS Standarte 1 "Deutschland"), Hamburg, Arolsen and Wolterdingen (1935) / Radolfzell (1937) (SS Standarte 2 "Germania"); Vienna, Graz and Klagenfurt (1938) (SS Standarte "Der Führer"). Trained according to the rules of service of the army and "At disposal" for the case of the war plans of the Wehrmacht, the SS-VT, and the Waffen-SS later, remained a political part of the NSDAP.

To delineate the areas of responsibility towards the Wehrmacht and the police, Hitler formulated a secret decree for the leadership of the Wehrmacht on August 17, 1938:

"The SS troop is not part of the Wehrmacht or the police, it is a permanent armed force at my exclusive disposal, as such and as an organization of the NSDAP, it will be ideologically and politically selected according to the guidelines given by me for the NSDAP and the Schutzstaffel by the Reichsführer-SS. In case of war, it must be employed in the army or in case of necessity within my instructions ".

For the training of their leaders (officers), in the years 1936/37 the "leaders schools" ("Junkerschulen") for the SS officers were established in Bad Tölz and Braunschweig. The armed SS, to which the SS-Totenkopfstandarten and the concentration camp guards also belonged, understood themselves as party guards in the face of the Nazi regime's "internal security" and "combat of the enemy". In addition to their military training, political and "ideological" training was required from the beginning and systematically operated.

The battalions of the SS-VT "Germania" were stationed in geographically remote garrisons in comparison with the other regiments of the SS VT: the Regimental HQ and the I. Battalion were in the barracks of the SS Hamburg-Vedell (1938 Hamburg- Langenhorn), the II. Battalion in the SS Arolsen barracks. The III. Battalion, established in 1935 in the SS camp at Wolterdingen in Soltau, after a long planning was detached on July 29, 1937 by the SS-Obergruppenführer Friedrich Jeckeln and moved to the south-western periphery to Radolfzell.

When the III./SS-VT "Germania" - 27 officers, 175 non-commissioned officers, 586 soldiers and 89 horses - under the command of SS-Sturmbannführer Heinrich Koeppen moved to the new barracks on the outskirts of the town on July 31 1937, changed in Radolfzell, with the addition of the 800 new citizens, not only the population of the then 8,000 inhabitants registered in the small city. As a consequence, the city was in fact involved in the system of the SS cities, for whose planning and crimes on the ground the organizational conditions were created. For the SS-Hauptamter (central branch) established in Berlin, the SS garrison at Lake Constance proved to be a reliable planning variable over the next eight years.

Until just before the start of hostilities in 1939, the III./SS-VT "Germania" was stationed there, until November 1939, temporarily two companies of the SS-VT anti-aircraft machine-gun detachment and between December 1939 and December 1940 the SS-Totenkopf-Infanterie-Ersatz-Bataillon I. With effect on February 15, 1941 after his relocation, was established there the Waffen-SS-Unterführerschule Radolfzell. For its interests it was quartered here, between May 1941 and January 1945, an external command of the Dachau concentration camp in the barracks area.

The transfer of the III. Battalion SS-VT "Germania" from the Lüneburger Heide to Radolfzell, some 600 km away, were preceded by intensive planning and preparations from both sides. The SS and the city administration became interested in it months before, initiating informal conferences with each other. The linguistic difference between the "high German" speech troop and the inhabitants of their new "base", which was initially debated on all occasions, seemed to be a problem for the participants, perhaps because they were based on fundamental mental differences.

With an "afternoon lecture" in the SS Wolterdingen camp, on the subject "Bodensee" it was shown that the SS-VT in February 1937 made an effort to close the knowledge gaps in advance and asked the mayor's office to send " "adequate" advertising material, which was delivered immediately. In Wolterdingen "naturally a great enthusiasm" was unleashed, after the tourist office in Radolfzell announced it through the press, the whole city now waited for the "next event" and prepared for the SS-Standarte a "dignified reception".

Approximately five months later, as planned, the "Deutsche Bodenseezeitung" (German newspaper of Lake Constance) accordingly reported euphoric about the event: "In the enthusiasm with which preparations were made for the reception of troops, the joy from the fact that Radolfzell has now become a garrison city ... The city had a triumphal arch built in the streets through which the troops moved, the flags of the Reich flapping from huge flagpoles , placed in all the houses. In the morning, whole columns of the Hitler Youth came here, singing in their march through the streets. "

The welcoming committee, in front of the town hall and before a "large crowd" that filled the "Hindenburgplatz", brought together the local and regional personalities of the local government, NSDAP, SA, SS and Wehrmacht:

"In front of the town hall, party leaders and authorities and numerous guests, led by SS-Oberführer Stein of Constance with its staff and numerous SS leaders, SA leaders, the party representative, Kreisleiter and administrator of the district, Engelhardt , the State Commissioner Wöhrle, the Commandant of the Military District, Generalmajor von Groeneveld (...), the representative of the city of Radolfzell, Ortsgruppenleiter Renz and the Mayor Jöhle with the councilors, the leaders of the formations and local associations, the heads of state and the municipal authorities, etc. (...) Then, the Mayor Jöhle (...) went up to the lectern to offer the guests a warm welcome. The Commander of the troop, Sturmbannführer Koeppen, thanked the warm greetings and expressed the wish that soon it would be possible to form intimate bonds of mutual understanding between the troops and the population, with a triple "Siegheil" for the Führer and the national anthem, the simple welcoming ceremony came to an end. "

The welcome speech of Mayor Josef Jöhle culminated in a strong call claiming Loyalty to Adolf Hitler. Subsequently, the troop moved through the Adolf-Hitler-Straße (Schützenstraße) through the Ratoldusstraße to the new barracks, which was occupied after other speeches and the raising of the sovereign and the SS flags in the HQ building.

For the approximately 600 soldiers and the lower ranks, four large buildings were planned for crew accommodation on the two long sides of the parade ground, the higher ranks had the privilege of being in the SS settlement on Hans-Ciranka Street outside the walls of the barracks. Commander Koeppen and his superior staff preferred to live in the center of the city. In the house of Teggingerstraße 13/15, on four floors, lived seven SS leaders in large, old-style apartments, including Koeppens' assistant, SS-Obersturmführer Harry Wiedemann and the leader of the music band (Musikkorps), SS-Obersturmführer Max Pausch.

Officially Radolfzell had found something for the night: in the vicinity of the NSDAP-Ortsgruppenleitung ("House of the Party") in the "Scheffelhof" took place the presentation of the festival "Radolfzell receives the SS". An unpretentious theatrical text, written by the local poet Anna Schreiber-Baer "after an idea of ​​the Counselor Max Wolf", was the basis of a memorable self-esteem, apparently adequate to familiarize the "guests of the north of Germany" with the "idiosyncrasies" of the city and its inhabitants.

The SS-VT unit, in turn, understood how to "make itself popular" by its presence in the public and private life of the city and shaped its social structure in many ways. In the new "Heimatstandort", the SS men showed up throughout the year following the calendar of festivals, for example, at a solemn celebration in Kreuzbühl in 1937, at traditional festivals, various shows and weapons exhibitions, as well as in all NSDAP and HJ events and propaganda marches. In particular, the battalion's honor company, which appeared in its black parade uniform, had its missions calculated and friendly to the public.

Also at the inauguration of the Nazi Memorial in 1938 at the Horst-Wessel-Platz (Luisenplatz), the formation of the SS was at the forefront. On the occasion of the inauguration of the "Monument to the heroes who fell in the world war of 1914-1918", designed by Wilhelm Kollmar (1872-1948) and executed by the sculptor Paul Diesch (1884-1953) of Constanza, on May 22, 1938 a "great deployment of formations", NSDAP, SS, Wehrmacht and NS Reichskriegerbund took place. The consecration speech was pronounced by the shortly before promoted to SS-Obersturmbannführer, commander of the garrison Heinrich Koeppen, with which he founded the responsibility of the Waffen-SS for the organization and development of future "commemorative days" in Radolfzell.
The regular correspondence between the mayor's office and Heinrich Koeppen suggests that the "good understanding" convened was more than affirmed and was not exhausted in a courteous rhetoric. The SS Battalion, which was still horse-drawn during its transfer to Radolfzell, was transformed into a fully motorized unit equipped with heavy weapons by November 1938. As a parade troop, they took part in the Reichsparteitagen of 1937 and 1938 in Nuremberg and provided in 1937 the escort of the Italian dictator Benito Mussolini in his state visit and trip from Munich to Berlin and in the subsequent Maifeldkundgebung. On special occasions the same RFSS Heinrich Himmler personally applied for the Honor Company and the Musikkorps to Radolfzell; as evidenced on February 26, 1939, when Himmler delivered a speech at the Stuttgart State Theater, before the Führerkorps des SS-Oberabschnitts Südwest and needed an honor formation, which he reviewed with Koeppen and the SS leaders.

The battalion of the SS, which was involved in the annexation of Austria (March 1938), the occupation of the Sudetenland (October 1938) and was used during the "dismemberment" of Czechoslovakia (March 1939) for several months as a battalion On guard at the Prague Castle, it was received at Radolfzell with growing enthusiasm upon his return from its "successful" missions.

Radolfzell in the "Ideological War" (Weltanschauungskrieg).

The two-year deployment of the SS-VT in Radolfzell ended a few weeks before the start of the war against Poland on September 1, 1939. After the military planning was completed ("White Case - Fall Weiß") by of the High Command of the Army (OKH), was issued on August 19, 1939 the order of Hitler by which the SS-VT will be subordinated with immediate effect to the Commander-in-Chief of the Army (Oberbefehlshaber des Heeres).

The "political soldiers" of the SS-VT remained, as was expected in case of war at the "disposal" of the Wehrmacht and left their "settlements of peace." The Standarte SS-VT "Germania" was a reserve unit of the 14th Army (14. AOK) under the leadership of General Wilhelm List and was subordinated to the VIII. Army Corps, forming part of the troops that departing from Upper Silesia would attack in the direction of Krakow and Lemberg (Lviv).

The III./SS-VT "Germania", which had already left on August 18, 1939, from Radolfzell towards the German-Polish south-west border, recorded surprisingly high losses of men and materiel in its first combat operations two weeks after the beginning of the war. On September 16, 1939, SS-Obersturmbannführer Heinrich Koeppen died as the first combat commander of the SS in this war during a night combat operation near Jaworow, near Lemberg (Lviv), along with his Adjutant and 37 members of the battalion. The dead were buried in the "Cemetery of the Heroes" of Olszówka Górna and were not transferred to Radolfzell. There, the beginning of the war had been experienced as an event still distant, largely abstract, media and prepared by the reports of the Wehrmacht in the press, radio and news.

Radolfzell in the "Ideological War" (Weltanschauungskrieg).

The news of the "heroic death" of "his" commander unexpectedly hit the SS garrison and provoked, at least officially, the "stolze Trauer" ("proud mourning") ordered from now on. The BR (Bayerischer Rundfunk - Bavarian radio) immediately turned Koeppen into the historical figure of the city: "An inexorable fate has called the best who was one of the bravest in the World War, we will never forget him, his name will always be linked to the history of the city of Radolfzell. "

The regimental commander, SS-Standartenführer Karl Maria Demelhuber, 47, reported that the previously unnamed SS barracks will carry the name of Koeppen's as "honorable memory" of his first commander of as October 19, 1939 onwards. As also was read in the Nazi "Kampfblatt", that the Reichsführer-SS Heinrich Himmler personally ordered that after the end of the war and the planned return of the battalion to Radolfzell, the "mortal remains" of Koeppen are taken home and buried in a grave in the yard of the barracks.

As the course of the war continued, this idea was abandoned again, as was the "source of the German mother" in the market, considered by Himmler as "a sign of its connection" with Radolfzell. Contrary to the original plans, the III./SS-VT "Germania" did not return to the now "Heinrich Koeppen" barracks. After the capitulation of the troops of the Polish field army, on October 10, 1939, the SS-VT was combined with other SS units available to form the SS-Division "Verfügungstruppe" (SS-VT Division), which was used in the Western campaign from May 10, 1940.

The former VT Standarten formed with the SS-Division "Totenkopf" and other formations of the Totenkopfverbänden (units of the "skull and crossbones") of the concentration camps, the base of the units, which from 1940 onwards were known under the term "Waffen-SS". The three battalions of "Germania" formed in the late 1940s along with the new Waffen-SS regiments "Westland" and "Nordland", the SS division "Wiking" and found a "new job" in the German-Soviet war.

However, the "close ties" between Radolfzell and the SS-VT "Germania" proved to be resilient and not only continued within the limits of the private. After the departure of the Battalion and the death of Koeppens, the effort of the city administration focused on accompanying and supporting the operations and subsequent reorganizations of the troops. In the mayor's office, it was expected for a long time that the return of the SS-VT "Germania" was linked to the end of the "Blitzkriegs" in Poland and France, as expressed in several letters from the mayor Jöhle to the regiment's leadership.

On January 2, 1940, Mayor Jöhle sent a letter to his "beloved comrade", SS-Standartenführer Karl Maria Demelhuber, to which was attached a remarkable "assigned donation" of RM 1,000: "for battalion III./SS Germania "that you want to deliver to this unit appropriately as a contribution from the city of Radolfzell for a pleasant evening with Bavarian beer. (...) I would also be very happy if you too, dear comrade Demelhuber, with your corps of officers and staff, etc., could take half an hour to toast for the welfare of the city of Radolfzell in a quiet hour. (...) That the year 1940 brings us the final victory.

The Commander of the Regiment, Demelhuber, was impressed by Radolfzell's long-term affection: "It is extremely commendable, the way you and all the people of the city are concerned about the men of my Third Battalion. In this sense, it is completely alone within the vast region that encompassed my previous peace settlements. "Jöhle made clear in another letter to Demelhuber," How important was the "intimate relationship" of the mayor with the SS-Standarte "Germania": Two weeks after the attack on the Soviet Union on July 22, 1941, he already foresaw the victory, since at the same time he wrote that "The camaraderie that so powerfully built our beloved Koeppen between the mayor, the people of Radolfzell and the troops must continue on after the wonderful victory in Russia.
