Who is this Polizeioberst (?) in very interesting uniform with Friedrich Christiansen and Dr. Arthur Seyß-Inquart?

Do you have any idea of the date of this picture. Clearly it was taken in the Netherlands, but do you have an indication where it might be taken. Several options for the Polizei officer are possible,depending on the date.

Okay, the man has green lampassen so he was an officer of the Hauptamt Ordnungspolizei, attached to Seyss-Inquart's office. What award was the large white cross on his chest. And he has a cuff title. SS-Polizei Division or ?

I believe the cuff title is SS-Polizei-Division, possibly the earlier variation with different font ?
Here is a side by side picture of the one I am referring to.
The large white cross appears to be an EKI to me, I think the photo sharpening may have made the edges of the cross appear a bit distorted but I am just seeing an EK1.

could it be Oberst Alfred Borchert who was Kommandeur der E. Einheiten der SS-Polizeidivision on 1941

He could be Oberstleutnant der Schutzpolizei (promoted 30.01.43) Friedrich Beyersdorf, in 1942/43 commander of the Polizei-Artillerie-Ersatz-Abteilung. He had served with the SS-Polizei-Division.

It's definitively not Beyersdorf.

there is numerous units de reserve of Polizeidivision in 41/42 so it could be one of them including staff member of BdW-SS who was to leader of units of reserve of Police Division.

Based on additional research, I am pretty sure that the Polizei officer in Andrey's picture is Kurt Goebel, who - at least during some time in 1944 - was attached to the staff of the Reichskommissar for the occupied Dutch territories serving as an adjudant to Dr. Seyss-Inquart.
Being his adjudant, the presence of Goebel in this photo in the vincinity of Seyss Inquart is obvious.
Furthermore, the officer in the photo is wearing an EK I, Verwundetenabzeichen and Inf. Sturmabzeichen, corresponding with the awards Goebel received while serving as a company commander in the Polizei-Division 1940/1941.
His service with the Polizeidivision would also explain the Polizeidivision cuff-title on his sleeve. Also note that he is wearing the Waffen-SS eagle (as worn by the Polizeidivision) instead of the Polizei-eagle on his left sleeve.
Kurt Goebel got promoted to Major der Schutzpolizei per 30.6.44, which than would fix the dating of the picture to after 30.6.44.
