What is this man's uniform?

I have come across a picture of what appears to be an SS-Obersturmführer, but there is something strange. He appears to be wearing a Heer vizor cap and has some strange cuff title. He also has no sleeve eagle. Any idea on who this is and why his uniform is like this?

Very strange, but My thoughts goes to Volksturm but maybe another knows more

He is not SS. The SS was not the only organisation to use this style collar rank insignia. Georg might be right with Volkssturm, but there are other options also.
