The Einsatzgruppen der Sicherheitspolizei u.d. SD did not use roman numerals for their subordinate Kommandos after 1940.
I assume by Einsatzkommando XI b you mean Einsatzkommando 11b, though this was actually Sonderkommando 11b, that was subordinate to Einsatzgruppe D.
SK 11b did operate in the Caucasus during the summer of 1942, sometimes as Einsatzkommando 11, but after the retreat it came back into the Crimea and by the end of Feb 1943 its personnel had mostly been absorbed by KdS Krim and others sent back to their Heimatdienststellen.
