What make you think he is SD?
He looks a bit like Fritz Knöchlein (Waffen-SS).

Well, I wouldn't say he looks NOTHING like Fritz Knöchlein, but I agree, it's definitely not him.
Steve is absolutely right though when he suggests he could be attached to another branch other than SD. A blank collar patch was also worn by RuSHA staff and headquarters staff. The face is unfamiliar. Interesting.
