Identify Generalarzt der Polizei

Would anyone know the identity of this Polizei Generalarzt in the photo partially taken from a photo published in the Taylor/Angolia Vol 2 on the German Police? I thought it might be Generalarzt Kloster. The image seems to show the runes below his pocket.
