Can I disagree re Harster he was certainly not one of the worst, In Holland his sucessors Naumann and Schongarth were far worse. Harster worked diligently but he is reported to have worked " in a comparitivly conservative and conciliatory manner" with the Dutch police. He was heavily ionvolved in the deportations of Dutch Jews but was not as "enthusiastic" as his successors. He was also in volved in the Ardentine Caves killings in Rome but he was a prime mover in the surernder in Italy being the first to approach the US and he covered Wolffs tracks were Kaltenbrunner was involved.

Thanks very much for this name I'd overlooked! Have you further information, a photo perhaps?
Re: Harster: He was highly educated, brilliant, refined, cultured- but it appears his ambition was greater than any of these qualities and allowed him to turn a blind eye to the obvious fate of those he was sending "East". Such desk murderers are, I think, in some ways worse than the Globocniks, Wirths, and other such animals who are inherently violent and brutal. The fact that he was more gentle than Schöngarth or Naumann in rounding up tens of thousands human beings, locking them into cattle cars, and dispatching them to extermination camps (and confessed to having been told their eventual fate by Adolf Eichmann in 1942) is not a mitigating one in my opinion (a little bio of Harster appears at bottom of this post).

Postwar Career:
Became a Regierungsrat in the Bavarian Ministry of the Interior in München, 1956, then promoted to Oberregierungsrat, 1958. Retired with a pension due to public and media pressure over his Nazi past, 1963. Disqualified from service with General Reinhard Gehlen’s Bundesnachrichtendienst (BND; West German Intelligence Service), as he was deemed a security risk. He nevertheless pretended to be an agent of the BND, and recommended many of his former SS colleagues to Gehlen’s organization as prospective intelligence agents.
Postwar Prosecution:
Arrested by Italian authorities, 13. May 1945. Incredibly, he was released soon thereafter, and the Italian government was never to request his extradition from West Germany. Tried by a Dutch court in 1947, he was sentenced to 12 years’ imprisonment for his role in the deportation and extermination of Dutch Jews. Released in 1963. Released, 1955 and returned to West Germany. Arrested in January 1966, he was tried by a München court, 1967, charged with responsibility for the murder of 83,000 Dutch Jews. During his trial, he admitted that he knew the fate of those Jews deported to the East (having been informed of their fate by Adolf Eichmann in 1942). Sentenced to 15 years’ imprisonment with credit for time served, he was pardoned in 1969, as he had “shown remorse” during his trial.

* Religion: Protestant until 1938, then declared himself “gottgläubig”. His wife, a Catholic, and children left the church in 1942.
* Married on 30. September 1930 to Maria Hirsch (born 28. December 1907); Member of NS-Frauenschaft). Two sons (Klaus, born 5. August 1933 and Gerd, born 23. July 1937).
* As BdS in the Netherlands, Harster reported to Reichskommissar Dr. jur. Artur Seyss-Inquart on 25. June 1943: “Of the 140,000 Jews who were reported in the Netherlands, the 100,000th Jew has been removed from the nation.... On Sunday, 2. June, during a special action in Amsterdam, 5,500 Jews were seized within twenty-four hours.”
* At 2100 hours on 23. March 1944, Harster received a call from his subordinate, SS-Standartenführer Herbert Kappler (the BdS in Rome). Kappler informed him of the Italian partisan attack which had left 32 German policemen dead in the Via Rasella, Rome. Kappler was now developing a list of Italian civilians to be shot in retaliation; his problem was that only a few of those arrested in the Via Rasella possessed evidence- such as Communist propaganda leaflets- that might identify them as actual enemies of the Reich. Harster replied, “What do you want to do? If you can’t reach the right figure, take as many Jews as you need. The important thing is to complete the list.” 335 men (57 of them Jews) were massacred by Kappler’s SD in the Ardeatine Caves on 24. March 1944.

Re: Harster: He was highly educated, brilliant, refined, cultured- but it appears his ambition was greater than any of these qualities and allowed him to turn a blind eye to the obvious fate of those he was sending "East". Such desk murderers are, I think, in some ways worse than the Globocniks, Wirths, and other such animals who are inherently violent and brutal. The fact that he was more gentle than Schöngarth or Naumann in rounding up tens of thousands human beings, locking them into cattle cars, and dispatching them to extermination camps (and confessed to having been told their eventual fate by Adolf Eichmann in 1942) is not a mitigating one in my opinion (a little bio of Harster appears at bottom of this post).

You write "released 1963, released, 1955 and returned to West Germany.. " The right release must be 1955, otherwise he could not became Regierungsrat 1956.
