I believe Ian's ID of the person in the photo was right the first time... Altábornagy Sándor vitéz Álgya-Papp.

I can definitely see a few similarities in the facial features.
The problem is that the man in your photo is wearing a M1926 tunic and has the rank of Altábornagy.
The man in #25 is wearing a M1939 tunic and has the rank of Vezérőrnagy.
If the man in #25 is Hegedüs Pál, it would mean he got demoted by one star which I think is unlikely.

Concur...highly unlikely he was demoted so the Vezérőrnagy in photo #25 IS not Hegedüs Pál.
Could #25 be tábornok vitéz Hegedüs Elek (1880 -?)? Hence some facial feature similarities?

v. Hegedüs Elek is not listed as having been awarded the Leopold Order. His final rank in 1918 was vzk. Százados serving as the adjutant to the commander of Honvéd IR-16.
As I understand it, the Bavarian wartime award rolls are fairly complete. The officer in #25 is wearing a Bavarian Military Merit Order Officer's Cross with Swords. It was extraordinarily rare for a foreigner to receive such a high Bavarian award, so this might be the key to an ID.

Here is an undated photo of dr. Hankovszky Gyula vezérőrnagy (1898-1982) which I downloaded from the Vatera online auction site. Sadly, a Hungarian dealer acquired the general's military photo album and sold each of the photographs from the album separately.

At this point in time, the entire 2nd Hungarian Army was under the the command of von Weichs. So the only Hungarian officer important enough to be looking at a map with von Weichs one-on-one (assuming the chain of command was respected) would be the commander of the 2nd Hungarian Army... Gustáv Jány (with his back facing the camera.) The Hungarian colonel standing at attention must be an adjutant to Jány.
