Rather from Hungary than Romania.
Ethnic Germans (VDU) perhaps?
Armband looks like Sonnenrad swastika.

The Iron Guard (Garda de fier) wore a green shirt uniform. See here: https://www.deviantart.com/camorus----2 ... -470695977
The second important fascist movement in Romania, Cuza's LANC, had its own militiamen, known as the Lancieri. They wore a blue shirt.
In this picture, the uniforms didn't look Romanian, but it is not impossible for the late Romanian Sima's puppet government (1944-1945).

Yes, VDU used them. More often as a badge than armband.
