Romanian-Soviet state of war, 1941

Hello,

I didn't find something conclusive about the official status of the relationships between the kingdom of Romania on the one hand, the USSR on the other hand, on June 22nd, 1941.
When were these two countries officially at war? June 22nd, 1941?

It is probable since active military operations against the Soviet territory from the Romanian one started on June 22nd, even if a full-scale offensive didn't intervene before July 2nd. But was there an official, formal declaration of war?

Looks like there was no official declaration of war. From a record of a meeting between the Soviet foreign minister V. Molotov and the Romanian minister G. Gafencu, 24 June 1941:
Comrade Molotov says that until now the Soviet government hasn't had any official statement of the position taken by Romania in the war between USSR and Germany. Obviously the Soviet Union and Romania don't have old relations anymore. Romania takes part in German gangster attack on the USSR. Romania have tied itself to Germany. Can the minister inform the government of the USSR about the position taken by Romania?
The minister answers that he doesn't have any instructions from his government to answer this question. He doesn't have telephone communications with Bucharest altogether. Judging by what he had heard on the radio it appears to him that relations between the USSR and Romania are broken. Have the Romanian government directly informed about his position the USSR's mission in Bucharest?
Com. Molotov answers that he doesn't have any messages from Bucharest...

No formal declaration of war so, even if the Romanian planes attacking the Soviet airbases can be considered as such...
