Hi,

I am looking for informations about the romanian Prefect of Oceacov/Otschakiw/Otschakow in the Ukraine in the time of axis occupation.

As far as I know it was

Lieutenant Colonel Vasile Gorsky

Does anybody knows more about him? Could only find him mentioned in some books about a confession he made 1945 about deportation of Jews..

would be really thankful if someone could add some informations about him (and maybe a photo exists?) :)

PS: also for "Prefect" - what does it mean exactly - I guess he was the leader of the military administration of Otschakiw but not the CO of the defence unit (which was colonel Vorobchivici)?

Hello,

A prefect (in French : préfet) is the territorial civilian responsible for a specific geographical area (in France : a "département", a district). He is the leading civil servant for the administration of this area. He has no military responsibility.
This role was created during the French Revolution as a way to centralize the administration, and imitated by a lot of countries in Europe in the nineteenth century or after the decolonization process in Africa.

I found some info about him concerning the deportation of Rroma, quoting a statement made by him in 1945 :

He was a captain during WW1 and escaped from a German prisoner camp, there's also a photo with him:

Under Romanian Law, the prefect is the representative of central authority (government) in local counties. The function evolved during interwar quite a lot.

In the Law of Administrative Unification of 1925, the prefect's institution was treated as representing the central authority, having control attributions. The prefect was appointed by royal decree, following the proposal of the Minister of Interior. In order to be appointed prefect, in addition to the general conditions required of civil servants, the candidate had to be 30 years old and have a diploma from a state-recognized high school, in addition to those who served in this position for at least one year.

The law for the organization of the administration of 1929 is the first to delimit the elected functions from the named functions. The prefect is no longer the head of the county administration, being a "representative of the government". He exercises "control and supervision of all local governments". As a delegate of the central authority, he represented the government and the executive branch. The law brings in the plan of the administrative life of the country a new institution - the administrative commission of the county, whose president was the prefect.

The administrative law of 1936 gives the prefect a particularly important role as head of the county administration, which supervised all cultural establishments and public services. He was also the head of the police and gendarmerie.

The Administrative Law of 1938 abolishes the autonomous administration of the county, establishing that the county remain only a constituency in which the services of the ministries operate. In an attempt to professionalize the institution, the Prefect becomes a career civil servant, appointed by royal decree and has the right to appoint mayors of rural and urban communes and to appoint members of law to the communal council.

Between 1940 and 1944, based on the Decree-Law of 1940, he returned to the prefect as a civil servant and to the commune and county as administrative-territorial units with legal personality, patrimony and own budget. The prefect maintains his role as a representative of the government.

Therefore Vasile Gorsky was representative of the government in Oceakov county and had authority over gendarmerie and police at the moment it is of interest for you.
