romanian navel officer? Rank? Identification?

Hi,

I THINK the naval officer on the left is in romanian uniform - is that correct?

does anybody know his rank? Or maybe even can identify him?

The german naval officer on the right should be Konteradmiral Wurmbach, so the picture should take place at the Black Sea Coast, most likly summer 1942.

Any help would be great

OK, seems that the romanian officer is a "Comandor" - if the same insignias were used as today...

any idea who he might be?

the picture should be from 1942 - does anybody know his function in summer 1942?
