No, for high-ranking members of the Amt des Reichsschatzmeisters. And one of the inhabitants with the official adress St.Quirin-Platz Number 1 was Friedrich Geisselbrecht.

I claim no prior knowledge about this, but I googled "Karl-Hermann Frank 1944" and turned up the same photo at this website

According to google translate, the site was originally intended to be a boarding school for German youth in the Protectorate, but on the initiative of Arthur Seyss-Inquart (who was born in Jihlava / Iglau) it was designated in 1943 as an Adolf-Hitler-Schule, one of a chain of elite boys' schools projected to be built across Germany.
