It's from the Kobylisy Shooting Range memorial in northern Prague; site of the mass executions as part of retaliatory measures against the Czech people after the assassination of Reinhard Heydrich in 1942.

I'm not interested in why people touch his penis. People do that with statues everywhere. I'm interested in why the statue is there. Thanks to Pavel for that article which explains the statue was outside some sort of youth centre in Communist times, and that Novotny had it covered up so it wasn't nude, but now it is nude again. And yes I've seen the statue at Kobylisy.
