It's the former Regierungspräsidium Niederschlesien in Wroclaw (formerly Breslau), which I visited in 2012. I'm not aware of anything particularly unusual about its history.

Yes, that's the one.
There was an architectural design competition for this building and first place went to architect Erwin Grau. But work started according to Feliks Bräuler plans, which were not even submited for competition.
Buiding was not finished before the fall of Festung Breslau, so it was never used for its intended purpose by Germans. It sustained only minor damage in 1945, was completed by Poles and used accordingly.
