Greg, it looks like the shiplift at Niederfinow, 30km west of Berlin. The 1928 shiplift was restored in 1995 after decades of neglect by the DDR. A new shiplift is being constructed alongside it.

I thought it might have something to do with ships, but couldn't see any waterways around!

Niederfinow isn't west of Berlin. It is east of it, near Oder river in Barnim District.
