Hitler didnt want any photo of him published at his beginnings (in the 20's).
He wanted to force people to go into his meetings in order to see him in real and not in the newspapers.
This trick worked for a while.
An american newspaper soon offered 20.000$ (a real fortune) for a photo of Hitler.
Photographs who tried to take picture of him were beaten and their camera broken by Hitler's bodyguards.
So when and where and how the first public photo of him was ever published in a german newspaper ? in an american newspaper ?
When his face became known ?

20.000$ was a lot of money. Must have been a big newspaper like NY Times.
Dietrich Eckart believed that Hitler would have accpeted for 30.000$ (the cost of a modernization of the SA).
It was in 1922.
It is written by Baldur von Schirach in Ich glaubt an Hitler chapter 12.
